Line a 9x13 baking dish with parchment paper, and Preheat the oven to 350 F.
In a large mixing bowl, whisk together the flour, oats, salt and baking soda.
Add in 1/2 cup sugar, and 1/2 cup brown sugar in with the other dry ingredients.
Next pour in the melted butter into the dry ingredients, and stir until well incorporated.
Press half of the oat mixture into the baking dish, and bake in the oven for 15 minutes.
Once baked, allow to cool completely.
In a large bowl combine 1/2 cup sugar and 1/2 cup brown sugar, cinnamon, nutmeg, ginger, cloves, and salt.
Add in the eggs, and vanilla. Mix until well combined.
Next, mix in the pumpkin puree, and evaporated milk until well combined.
Pour pumpkin mixture onto cooled crust.
Now sprinkle remaining oat mixture on top of the pumpkin pie mixture.
Bake in the oven for 25 minutes or until the crust is golden and the center jiggles slightly
Let cool completely.
