Place the meat, peppers, and onions into a large bowl. Add the minced garlic, garlic powder, onion powder, black pepper, thyme, ground allspice, 2 tbsp of curry powder, and seasoning salt.
Use your hands to massage the seasonings into the meat, then cover the bowl and place it in the refrigerator for a minimum of four hours.
After four hours, pour 3 tbsp of vegetable oil into a large pot or pan. Turn the heat to medium high.
Add the meat,peppers, and onions to the pot/pan and begin to brown.
Once the meat starts to brown add any left over from the bowl ( onions, peppers,liquid) to the pot.
Sprinkle in 2 tbsp of curry powder, stir, and cook for two minutes.
Pour in 5 cups of water, and let the meat simmer over medium high heat for 1 hour.
Add the potatoes, and carrots to the pot and cook until tender (20 minutes).
Serve over rice, or alone.
